Virgin Install: MouseZoom
Then it hit me, there was no MouseZoom on this machine. MouseZoom is a prefpane that allows you to control how fast your mouse cursor goes, and it can go much, much faster than Apple's maximum setting.
Here's what it looks like:

As you can see I have the speed set to 5.01 on my Powerbook and Apple's max setting is 1.7. Download and install Mousezoom. You'll thank me later.

I'm a simple man, with simple pleasures. Mousezoom is one of those little programs that you can't live without but you forget that you are...

I have never had a problem with my mouse speed. I just went to universal access and adjusted it a lot in both directions and noticed absolutely nothing.

I've always found that even Apple's maximum setting is waaaay too fast for me. I can barely control the pointer when I set it up there, so I don't understand why people would want it to be faster.

With USBOX I can get rid of the acceleration so the mouse moves at a consistent rate much as it does in *excuse my profanity* Windows.
