yeah but if you try and download it , it'll take you to 08 and if you click download it's still the 08 DMG right now.

Not to accuse Dave and the TUAW of being lazy (or perhaps preoccupied with other things this morning), but you guys do know that the status of other international stores is not some big secret and is as easy as switching the country from Apple's home page and clicking on the store. (But I guess throwing it to the readers makes it "participatory journalism".)
