You do not need to call in on a tel line to participate, you can connect via Gizmo or XMeeting (free SIP call), Skype (requires SkypeOut credit) or Talkshoe's Shoephone client (free, integrated with the Talkshoe chat client).

FYI I'm not a developer so I can't speak to the specific details, but I encourage you to listen to the podcast from last week for some fascinating insights into the collaborative process that led to the iPhone development milestones.
Yeah, I second that. Where's the iPod Touch Dev Team? Some of us can't afford the monthly fees of a contact. Please!
