iPhone OS 3.2 SDK released, supports iPad but covered by NDA
The Apple Developer Center is providing iPhone OS 3.2 beta, complete with iPad developer guides and support for Apple's latest creation. Unfortunately, just as Apple has done in the past, they have enshrouded the details of developing for the iPad in yet another NDA, preventing developers from discussing the OS outside the highly sanitized Apple forums. It's possible that Apple will lift the NDA once iPads start flying off the shelves (or cargo containers) in about 60 days, but it is disappointing that developers continue to be hamstrung by what is, frankly, a futile effort to contain SDK details. The idea of an NDA is great, and it is an agreement, but it's not going to deter people from sharing details if they want to send an email or post in a forum. Granted, you won't be developing long if you do this, but doesn't that seem a little ridiculous?
This adversely affects honest developers who wish to share information. Looks like we'll again have to wait for books on development to get the green light once Apple gives their green light. Again.

The dev center only had the iPhone 3.2 SDK not the OS. Also its noted in the OS/SDK documentation that 3.2 OS is for iPad ONLY and not for iPhone or iPod Touch.

So no iPhone OS 4.0 as predicted.

Disappointed with that. Was hoping for an overhaul of the iPhone OS.

Yes, and it's buggy like hell... Oops... Is that covered by the NDA? :D
P.S. No 3.2 OS itself, only simulator, which is broken.

For some reason, I have the feeling that even though they've been working on this for some time, they aren't happy with the overall OS, hence the fact they didn't jump a whole version. Soon we should see 3.2 leak over to the iPhone, while they make the adjustments for 4.0, like they did with the jump from 1.0 to 2.0. I think 4.0 has a lot to be desired for, not only with the UI of the iPad, but the iPhone too.

3.2 so far is iPad only as @blachole said, all thats really new is support in the APIs for thing like the popover context menus, the split views shown in Mail, methods for using a connected display, making custom keyboards as seen all over in the iWork demonstration and more general gesture recognition. In my opinion, nothing the iPhone user (or coder) should be missing in the time between now and a new revision.
Peace!

Speaking as an iPhone developer, I can tell you, we don't care about these NDA's. Apple is only NDA'ing beta SDK's, the NDA goes away once the SDK becomes final. In the meantime, Apple creates a section on their messageboards for us to share information with each other and work out problems, that's not touched by the NDA since only other beta developers can access it.
This was a big problem when the first SDK was released - Apple didn't have iPhone development messageboards at the time, so we couldn't legally talk to each other. And back then they NDA's even the final SDK. But anymore it's just not an issue.

Definitely an interesting piece to develop for. I took a look at the iPad SDK today and I am really looking forward to its release. Only thought I have is whether it's going to be lucrative to design for, since its user base is going to be significantly less than the iPhones.

Hello
Please allow Bluetooth transfer, from phone to phone on iphone 3gs.its really sad a phone like iphone 3gs doesn’t allow you to send photos videos and music using Bluetooth transfer future, all phons got it, even the old crappy ones, so why not iphone 3gs? I know what you going to say, you will say we blocked it because of piracy on music videos photos games apps ringtones, downloaded from iTunes, well is it that hard to encrypt the content downloaded from iTunes? i don’t think so. You can stop us from transferring content downloaded via iTunes and app store, but you have no rights to stop us, from transferring our own content like videos photos to our friends via Bluetooth transfer future. You realise by not allowing Bluetooth transfer, you are encouraging iphone users to jailbreak their phones, and in other words you are supporting piracy. Also about custom ringtones? What’s up with that? All phones out there allow us to set songs videos as our ringtone, so why not iph one 3gs? Also where is FLASH?? Do you really call this a SMART PHONE??? It doesn’t even allow GIFS animated pictures. I am so sad and disappointed that i got i phone 3gs,i should have gone with Nokia N97. Have a good day apple. If you stay like that you will not stop piracy.
