Does this face time button only show up if the receiver of the phone call has an iPhone 4? I don't see this option on my regular calls

- moving your monitor of your face around the screen
- portrait to landscape mode
- switching cameras
- multi-tasking while in facetime
Does this mean that FaceTime is available on iCha? Or do all the reps at the 1-800 line own an iPhone 4?
