iTunes 10 drops custom ringtone purchasing
Granted, there are lots and lots of ways to make DIY ringtones from tracks you already own or other sources, but the iTunes-authorized method was certainly convenient. Apple may be proud to announce that Ping already has over 1 million users, but now we know that none of them are making ringtones straight from the store.

Anything to cut down on the bloat which has becomes iTunes is a welcome addition, or in this case removal.

Most sites regurgitated MacLife's misleading headline and story which implied that ALL methods of making custom ringtones had be removed.
Apple lists ringtone buying in the list of features in iTunes 10- maybe they're going to sell pre-made ringtones instead of the 'roll your own':
"Ringtones
You can buy ringtones of your favorite songs directly from the iTunes Store on your iPhone. So download away, then assign a ringtone to a contact in a few taps. Youâll know whoâs calling before you even look at your iPhone."
you can still purchase ring tones through the itunes store on the iphone. It looks like they just removed it from itunes 10 on mac.
